If so, please be informed that Cortana cannot be disabled from the background process because it is integrated to the operating system and it is necessary for some apps to have Cortana running in the background therefore, it will automatically get enabled even if you try to disable it.

The problem lies in the coding for cortana and how it is linked to the windows search bars, the current system allows all cortana setting to be set to off and still have cortana use 32MB of memory with no way to stop it.
